Franklin C. Wheatlake, Chairman EMERITUS

Frank is the Chairman Emeritus of Utility Supply and Construction Company. Frank previously served as the Chairman of USC from 1990 - 2020. Prior to his role as Chairman, Frank was the Vice President/Superintendent of The Hydaker-Wheatlake Company from 1971-1990 and the President of Hydrolake Leasing and Service Company from 1984-1990. Frank has a Bachelor of Science in Civil Engineering from Michigan Tech University.

Frank has acted as the Outside Lead Director of Chemical Financial Corporation (CHFC) since 2014 as well as the Director Chemical Financial Corporation since 2004. Prior to that, he was on the Chemical Bank West Board of Directors from 1984 to 2004.

An avid outdoorsman, Frank was the Michigan Department of Natural Resources Commissioner from 2001-2012 and the Chairman of the Natural Resources Finance and Administration Committee from 2003-2012. He also acted as the Chairman of the Michigan Natural Resources Trust Fund from 1999 to 2001. Currently he is the Chairman of the Michigan Trails Advisory Council since 2012.

 Frank was the American Line Builders Association Chairman of the negotiating committee for Local 876 and Local 17 International Brotherhood of Electrical Workers (IBEW) from 1988-2012.

Michael R. Bigford, CHairman

Mike Bigford is the Chairman of Utility Supply and Construction Company (USC). As CEO, Mike is responsible for leading the development and execution of USC’s long-term strategy assisting in making major corporate decisions and managing the overall operations and resources of the company.

Mike began his career with Consumers Energy in 1976 and joined USC in 1994 as the President of Power Line Supply. He became USC’s President and CEO in 2008. 

Mike has earned degrees in Business Management, Finance and Engineering.

Mike has served as President of the North American Association of Utility Distributors, as a board member of Hope Network, Chairman of the College of Business Advisory Board at Ferris State University and serves on the Ferris Foundation Board.

Mike is an avid outdoorsman.  He enjoys golf, fly-fishing, upland bird hunting and the pursuit of North American big game. He coaches youth hockey and is and active supporter of St. Mary’s Catholic Church and School. 



Charles H. Holmquist, Chief FInancial OFficer

Charles Holmquist is the Chief Financial Officer, Board Member, and Corporate Treasurer for Utility Supply and Construction Company (USC). Chuck is responsible for the company’s finances, risk management, information technology and human resources.

Chuck joined USC in 1989 as Controller, working in a number of increasingly responsible financial positions until becoming Chief Financial Officer. Prior to USC, Chuck practiced public accounting at Crowe Chizek and Company, CPA’s in Grand Rapids, Michigan.
Chuck earned a Bachelor of Arts Degree in Business Administration and Accounting from Alma College, while participating in collegiate basketball for four years.

Professionally, Chuck is a Certified Public Accountant and member of the American Institute of Certified Public Accountants and Michigan Association of Certified Public Accountants.
Chuck is the Past Chair of the Spectrum Health Big Rapids and Reed City Hospital Board and serves as a Trustee of the Spectrum Health Hospital Group Board.  He also serves on the Chemical Bank Community Advisory Board, Treasurer of the Affinity Insurance, Ltd group captive, Past Trustee and Treasurer for the Osceola County Community Foundation and Mecosta County Community Foundation.

Chuck enjoys spending time with his wife and two children, hunting, boating and athletics.


Todd M. Blosser, President & CEO - Construction Services

Todd Blosser is the President & CEO of the Construction Services Division of Utility Supply & Construction. Todd's primary focus is to provide and support a safe, quality focused, productive work environment for USC’s operating companies. 

Todd joined USC in August of 2017.  He comes to USC with over 26 years of industry experience.  Prior to joining USC he spent three years as the Central Region Operations Vice President with Henkels & McCoy.  Before joining Henkels & McCoy Todd spent 23 years in progressive leadership positions with Eversource, Avangrid, Pacific Gas & Electric and DTE Energy.

Todd holds a Bachelor of Arts in Economics from the University of Michigan, a Master’s degree in Finance from the University of San Francisco, and a Master’s degree in Industrial & Labor Relations from Cornell University.  In addition to Todd's formal education he possesses a Journeyman Lineman certification.

Todd lives in Grand Rapids, Michigan with his wife and four Children.  In his spare time, he enjoys traveling with his family, home improvement projects, and classic cars.





geerBrad Geer is the President & CEO of USC's Product Services Division. Brad’s primary focus is to provide the strategic planning and vision within PLS distribution services to both its customers and suppliers. 

Brad joined PLS in March of 2020 and brings over 25 years of utility industry experience. Prior, Brad worked with Anixter Inc. within the Strategic Sourcing Group and as Vice President of Strategic Supplier Alliances. Before Anixter, Brad spent 14 years with DTE Energy within Distribution Operation, Supply Chain, and Corporate Services.

Brad has a Bachelor’s Degree from Cleary University in Business Administration, and also was trained and certified as an Overhead Journeyman Lineman. Brad serves on the Board of North American Association of Utility Distributors (NAAUD). 

Brad and his wife enjoy spending time with their three daughters and two son-in-laws, golfing and other outdoor activities. 







Bret Wheatlake is Vice President of Fleet Operations for Utility Supply & Construction (USC). Since he started his employment in 2000, Bret has succeeded in various positions including field work, staff engineering & estimating, project management, and Vice President of Distribution. As Vice President - Assets, he provides oversight and direction for our mobile assets and growing fleet.

Bret currently is affiliated with the National Electrical Contractors Association (NECA) as an active representative for them. In this role, he supports the goal of contractors, providing innovative and safe electrical construction with quality results.

Bret holds a Bachelor’s of Science from Michigan Technological University and a Master’s of Business from Central Michigan University.

In his free time, Bret loves spending time with his dog. He also enjoys boating in the many lakes Michigan has to offer.
